1. What is a bond? Bonds are sold by a school district to competing lenders to raise funds to pay for the costs of construction, renovations and equipment. Most school districts in Texas utilize bonds to finance renovations and new facilities. A bond is similar to a home mortgage. It is a contract to repay borrowed money with interest over time.

3. Exactly how much is the proposed bond? The Board of Trustees called a bond election in the amount of $16.5 million.
Funding FAQs
4. What is the anticipated Tax Rate increase for this bond? The Tax Impact page has a calculator that will allow property owners to input their taxable value to see how the Bond will impact them individually.
5. How will this Bond impact me if I am over 65? A homeowner over 65 who has the homestead exemption and has applied for the over 65 tax freeze can vote “For” this Bond and it will not increase their taxes. Folks in this scenario can support the Community and all students by voting “For” without risk of paying more.
6. Why does the ballot say "this is a tax increase?" Ballot language will include the statement “THIS IS A PROPERTY TAX INCREASE.” Legislation passed in the 2019 Texas Legislative Session requires that school districts include this language, regardless of the bond’s impact on the district’s tax rate.

7. Who is eligible to vote in this election? Any registered voter who lives within Haskell CISD boundaries-and whose voter registration is based on their current HCISD residence-is eligible to vote in this bond election.
8. How do I know if I’m registered to vote? Visit https://teamrv-mvp.sos.texas.gov/MVP/mvp.do to check your registration status.
9. After I have registered, when will I receive my voter registration certificate? You should receive a Voter Registration Certificate within 30 days. On Election Day, please bring your certificate to your local polling place if you have it. However, all that is required is a valid driver’s license.
